Old cars open with lock-picking tools. Newer and luxury cars need a key cloner you get later in the story, and they often carry an alarm and a GPS tracker.
Stealing a police cruiser keeps the police on your tail: every one is tracked. How chases work is on GTA 6 wanted level.
Selling to car fences
Car fences buy any stolen vehicle and can hand out lists of cars to find; one, Randy, takes requests. Removing trackers is a fence service you unlock later.
Damage lowers a stolen car's value, so drive carefully if you plan to sell it. After selling at a Pay 'n' Spray you must use a different one for a while.
Stolen street cars can be registered as personal vehicles for a fee; high-end ones only once that is unlocked.
Getting away
Car theft is also a way out: Rob Nelson's escape from two stars ends in an older car the police never saw, driven carefully.
